A digital profile is a set of information about a natural or legal person collected from various state information systems and available electronically for providing services with the consent of the data subject. The digital profile concept is part of the implementation of the national program "Digital Economy". In Russia, the digital profile of citizens is implemented through the Unified Identification and Authentication System (ESIA) — the infrastructure of the Gosuslugi portal. Legal entities receive a digital profile through the taxpayer personal account (FNS) and the Unified Information System in the procurement sphere (EIS). Since 2024, a "digital profile of a legal entity" mechanism based on FNS has been introduced.

According to estimates by the Ministry of Digital Development, the introduction of a digital profile will reduce business costs for collecting and verifying customer data by tens of billions of rubles annually.

The digital profile is also the basis for the development of an ecosystem of state and commercial services. Banks, insurance companies, telecom operators and other organizations can use data from the digital profile to provide services quickly and safely, which increases convenience for citizens and reduces fraud risks.

The digital profile includes basic identification data (full name, date of birth, SNILS, INN), contact data (address, phone, email), information about documents (passport, driving license), education, property and income. The consent mechanism is implemented through the personal account of the Gosuslugi portal: a citizen can set the validity period of consent, revoke it, and also view the history of the use of their data. This ensures transparency and control over personal data. Information protection technology in the digital profile is provided by cryptographic algorithms certified by the FSB of Russia and the electronic signature infrastructure (UKEP).

For legal entities, the digital profile contains information about registration, founders, licenses, tax history, participation in public procurement and other data necessary for interaction with government bodies and counterparties. Access to this data is also carried out with the consent of the organization and is strictly controlled.

How the digital profile works

The digital profile works on the principles of centralized data storage and decentralized access. Data is stored in state information systems (Ministry of Internal Affairs, FNS, Rosreestr, SFR and others), and access to it is provided through a single entry point — the Gosuslugi portal. When requesting a service, the organization sends a request to receive data, the user gives consent through the personal account, and the data is transferred in encrypted form.

To ensure security, modern cryptographic methods are used, including encryption of communication channels using certified CIPF and an electronic signature to confirm consent. All data operations are logged, which allows tracking who and when requested user data.
