History of FINTECH JSC

The company efficiently carried out work on modernizing the facilities of the Border Guard Service segment of the FSB of Russia, the departmental segment of the FSB of Russia of the state system "Mir", to ensure biometric identification of foreign nationals crossing the state border of the Russian Federation. By the end of 2025, 7 border crossing checkpoints of the state border of the Russian Federation were equipped with biometric equipment, and information exchange with the Ministry of Internal Affairs of the Russian Federation was ensured. In addition, the fulfillment of long-term obligations to provide technical support for the facilities of the Border Guard Service segment of the FSB of Russia continued successfully, which made it possible to ensure the uninterrupted operation of border crossing checkpoints of the state border of the Russian Federation. The company's production capacities timely provided border agencies with special technical means, including updated portable technical means of border control in the required volume. Sets of biometric equipment, including for outdoor use, have been developed and are successfully applied at border control facilities. Tactical and technical solutions (TTR-2025) have been developed that take into account the need for biometric identification of foreign nationals crossing the state border of the Russian Federation at new (modernized, reconstructed) checkpoints.

In 2024, FINTECH JSC, after the successful completion of a local project on collecting biometric data of foreign nationals at the Sakharovo multifunctional migration center, became the leading technical executor within the framework of the experiment on developing information systems providing biometric identification of foreign nationals and stateless persons arriving at checkpoints across the state border of the Russian Federation. The work is carried out in accordance with Resolution of the Government of the Russian Federation No. 1510 dated November 7, 2024 "On conducting the experiment to test the rules and conditions for entry into the Russian Federation and exit from the Russian Federation of foreign nationals and stateless persons" and under the patronage of the state bodies involved in the event.

In the shortest possible time, the "Secure Low-code platform "SintezM-LC" was developed for import substitution of SAP-type solutions. The platform is registered with the Ministry of Digital Development of Russia as a particularly significant project (project ID 217862) and is recommended by industrial competence centers. The platform is registered with FIPS (Certificate No. 2023665055 dated 11.07.2023) and is included in the Unified Register of Russian Programs for Electronic Computers and Databases of the Ministry of Digital Development of Russia (reg. No. 4579 dated 05.07.2018), and is also included in the component composition of the "Secure Operating System "SintezM"" software suite.

The second phase of modernization has been completed, during which 12 checkpoints and data processing centers of the Border Guard Service segment of the FSB of Russia of the GS MIR received new IT infrastructure and successfully passed certification for compliance with information security requirements. During the year, work was carried out to create updated versions of checkpoint software, which take into account the specifics of passing citizens of the Republic of Belarus as citizens of the Union State, enable foreign nationals to cross the border with an electronic visa, and expand the functional capabilities of official activities.

On April 30, 2021, the software suite "Secure Operating System "SintezM"" was entered into the state register of the certification system of information protection tools for information security requirements under No. 4399, based on the technical conclusion dated 24.03.2021 issued following certification tests by the test laboratory LLC "CBI" and the expert conclusion dated 15.04.2021 issued by the certification body of the Federal Autonomous Institution "State Research Institute of Special-Purpose Information Protection and Security Systems of the FSTEC of Russia". This certificate confirms that the ZOS "SintezM" is an operating system that meets the information security requirements established in the documents of the FSTEC of Russia: "Information security requirements establishing levels of trust in technical information protection tools and information technology security tools" (2020) - at the 4th level of trust, "Information security requirements for operating systems" (2016), "Protection profile of type A operating systems of the fourth protection class. IT.OS.A4.PZ" (2017), subject to compliance with the operating instructions set out in form TASP.62.01.12.000.005 30 01.

The portable technical means of border control (PTSPK) is a portable device that does not require a power supply and is designed for authentication and registration of persons and vehicles crossing the state border of the Russian Federation. The PTSPK documentation has been assigned the revision "O1" to organize serial production of the product.

FINTECH JSC obtained exclusive rights and authorship to the invention "Automatic passage module of the automated passport control system" (APM ASPK), secured by an invention patent dated August 7, 2019 No. 2696898.

The automatic passage module of the automated passport control system (APM ASPK) is designed for a passenger to independently undergo the passport control procedure at checkpoints across the state border of the Russian Federation under the remote control of an authorized checkpoint officer - the APM ASPK operator. Operational trials of the APM ASPK (equivalent to state trials) were conducted at Domodedovo and Sheremetyevo International Airports.

The "Sintez" operating system receives an opinion of the FSB of Russia on the possibility of its use for creating an automated system in a protected design. On February 10, 2017, FINTECH JSC was issued an opinion of the FSB of Russia certifying that the "Secure Operating System "Sintez"" software suite meets the requirements of the FSB of Russia for the protection of information from unauthorized access using cryptographic information protection tools and can be used for processing information constituting state secrets. Based on the ZOS "Sintez", the digital platform "SintezM" is being created and certified.

Within the framework of research and development work, FINTECH JSC implements the customer's requirements for automating the activities of checkpoints across the state border of the Russian Federation.

Work is being carried out to modernize technical solutions at checkpoints across the state border and to introduce biometric control into their operations.

The Federal Data Processing Center of the state system of new generation passport and visa documents (GS PVB NP), as the head body of the Border Guard Service segment, ensures the processing and storage of multidimensional data arrays coming from various sources.

By Order of the President of the Russian Federation dated 04.06.2011 No. 357-rp (as amended on 01.07.2017) "On determining sole contractors of state orders for work related to the system for the production, issuance and control of new generation passport and visa documents", FINTECH JSC was designated the sole contractor, which confirms the high qualification of our company and the quality of the work performed.

In the border regions of the Russian Federation, FINTECH JSC creates a geographically distributed network consisting of 65 regional data processing centers of the departmental segment of the FSB of Russia of the state system for the production, issuance and control of new generation passport and visa documents (GS PVB NP).

FINTECH JSC begins the creation of a number of automated systems in a protected design within the framework of research and development work.
