What is the GIS "Electronic Budget" in simple words

The GIS "Electronic Budget" (State Integrated Information System for Public Finance Management) is a federal information system created by the Russian Ministry of Finance and the Federal Treasury to ensure transparency and efficiency of state and municipal finance management.
