What is legally significant document flow
Legally significant electronic document flow (LSEDF) is a system of document exchange between counterparties, government bodies and within an organization in which electronic documents have the same legal force as paper ones. This is achieved through the use of electronic signatures (ES), compliance with formats and legal requirements.
LSEDF is mandatory for government organizations and financial institutions under 44-FZ, 223-FZ, 402-FZ and 152-FZ. Implementation allows a transition to fully paperless document flow and reduced costs.
How legally significant document flow works
- Document creation — the document is created electronically (XML, PDF/A).
- Signing — the document is signed with a qualified electronic signature (QES).
- Send — via an EDF operator (Diadoc, Sbis, Kontur).
- Receiving and verification — the signature is checked via a certification center certificate.
- Reciprocal signing — if necessary, the recipient signs the document.
- Storage — the document is stored in an electronic archive.
Types of documents in LSEDF
- Primary accounting documents — invoices, works acceptance certificates, delivery notes (UPD).
- Contracts and agreements — commercial, labor, state contracts.
- Personnel documents — orders, electronic work books.
- Reporting — tax and accounting reporting.
- Legally significant messages — claims, notices.
Advantages of LSEDF
- Reduced exchange time.
- Cost reduction — savings up to 80-90%.
- Transparency and control.
- Security — via QES and CIPF.
The transition to LSEDF requires a comprehensive approach: choosing an EDF operator, implementing an EDF system, obtaining a QES and training employees.
Frequently asked questions
How is LSEDF different from ordinary EDF?
Ordinary EDF is used for internal exchange without legal force. Legally significant EDF guarantees the same force as paper via QES and compliance with formats.
What electronic signature is needed for LSEDF?
A qualified electronic signature (QES) is required, the certificate issued by an accredited certification center. It is regulated by 63-FZ.
Which EDF operators exist in Russia?
Diadoc, Sbis, 1C-EDO, Takskom and others included in the FNS trusted network ensure legal significance of documents.
Which documents can be exchanged through LSEDF?
Invoices, acts, delivery notes (UPD), contracts, personnel documents, reporting and legally significant messages. See more in the document flow section.
How long are LSEDF documents stored?
Documents are stored in electronic archives with integrity ensured. Backup systems protect against data loss. The periods are the same as for paper.
How much does LSEDF implementation cost?
Components: QES (from 1,500 rubles/year per certificate), EDF operator fee (200-1,500 rubles/month), SED implementation (from 50,000 rubles), staff training. Costs pay back in 6-12 months.
